The mineral science, in plain terms

Concrete pavers, mortar, and the base beneath them contain naturally occurring salts. When water moves through the material, it dissolves some of those salts and carries them toward the surface. As the water evaporates, the salts are left behind as a fine white or grayish deposit. That is the whole mechanism: dissolve, migrate, evaporate, deposit. Because the source is the material itself rather than something that landed on the surface, efflorescence behaves differently from a stain, and it responds to different treatment.
